The Idaho Air National Guard (IANG) located at Gowen Field is developing a new application to track utility costs and usage for any Air Guard base in the country. The application called "DUERS" will be designed to give officials a real-time picture of how the different bases compare in heating, electrical and water expense including fuel usage such as natural gas, propane, oil, hot water stream, etc.
Aaron Wells, CRI’s Director of Technology, is point man on the project. Aaron says that this new data collection and reporting application will be written in the .NET framework with a SQL Server backend and will connect to the big stand alone application used by the IANG and bases across the country called IEMS (Integrated Engineering Management System). IEMS is an ERP application tailored for military bases to track all military purchasing, receiving, general ledger accounting, facility management, and work order scheduling.
CRI has worked with the Idaho Air National Guard for several years in customizing and further developing IEMS into a useful tool for the military. In the past few years, Aaron and other CRI developers converted the extensive IEMS application from an Access-based platform to a SQL Server Database with web-based interface. The project also required the development of an integrated reporting application capable of meeting all the requirements of the military audit process. As an example, portions of maintenance costs must be charged and allocated accordingly to both federal and state budgets to the dual nature and purpose of the National Guard and its mission.
The Idaho Air National Guard site in Boise, ID was the first to test, approve, and fully utilize the new IEMS system and web-based application. Currently the system is being utilized at 125 additional Air National Guard sites across the USA and other locations overseas.
DUERS as a tracking application will be a subsystem to IEMS and will assist military auditors and decision makers in making better decisions helping the military achieve their mission while simultaneously creating new efficiencies and saving valuable tax dollars.
DUERS will eventually be developed as a "smart" application fully capable of expanding the business intelligence capacity of this arm of the National Guard.
